    EPLG Members Spoke in Turin on September 22 on military procurement 🗓 🗺

    On September 22, 2017, EPLG members Luke Butler, Roberto Caranta, Mario Comba, and Martin Trybus spoke at the conference International Public Procurement: comparing the EU and the US. The case of military procurement, co-organised at the Centro Congressi Torino Incontra of Turin, Italy, by the Istituto Universitario di Studi Europei, the Centro di Diritto Comparato e Transnazionale, the Law Department of the University of Turin, Confindustria Piemonte, Camera di Commercio Industria Artigianato e Agricoltura di Torino, with the support of Compagnia di San Paolo.

    European Procurement Law Group’s meeting, Helsinki 4-5 September 2017 🗓 🗺

    On 4-5 September 2017,​ the members of the European Procurement Law Group will assemble to Group’s annual meeting. This year the meeting will be hosted by Dr. Kirsi-Maria Halonen in Helsinki, Finland. During these two days the Group will discuss matters related to transparency at different stages of public procurement procedure, during the contract execution phase as well as during court proceedings. This will be the topic of the Group’s next comparative book on public procurement, including chapters on the objectives of disclosure and transparency rules as well as country chapters from Denmark, EU institutions, Finland, France, Germany, Italy, Poland, Romania, Spain and Sweden.     EPLG Members Spoke at the Copenhagen University on May 4 and 5 🗓 🗺

    On May 4 and 5, 2017, EPLG members Piotr Bogdanowicz, Roberto Caranta, Dacian Dragos, Kirsi-Maria Halonen, Steen Treumer and Martin Trybus spoke at the international conference on Procurement beyond price: Sustainability and CSR in public purchasing, organised by Marta Andrecka at the Copenhagen University.     New Publication by Kirsi-Maria Halonen on Aggregation Rules under Public Procurement Law

    A new publication was released by Kirsi-Maria Halonen, Characteristics of Separate Operational Units – A Study on Aggregation Rules under Public Procurement Law. It is a report for the Swedish Competition Authority, and can be downloaded here. The concept of separate operational unit was introduced in 2014 Procurement Directives, but the directives provided very little guidelines on its interpretation or application. According to the 2014 directives a contract value can be based at the level of a single unit operating within a contracting authority in case it is independently responsible for its procurement.     EPL Group members Gave Speeches at the International Public Procurement Conference 🗓 🗺

    On 19 January 2017, three members of the European Procurement Law Group – Roberto Caranta (Italy), Kirsi-Maria Halonen (Finland) and Piotr Bogdanowicz participated in the International Public Procuremet Conference “New Public Procurement Law: Simpler and More Flexible?” held in Tallinn, Estonia. The conference was organized by COBALT Estonia, Estonian Ministry of Finance and Tartu University. More than 250 participants, including representatives of the Court of Justice of the European Union, the European Commission, academics, government officials and practitioners, discussed topics related to transposition of the 2014 directives.
