On 27 June, EPLG member, Prof. Mario Comba spoke at the Colloque BEE, held in hybrid form in Bordeaux and online. During the session Acheteurs publics européens : vers des pratiques partagées, Mario explained his experience on a couple of cross border procurements with SCR Piemonte, the Central purchasing body of Regione Piemonte and discussed with other panelists, in particular with Mr. Muylles, head of unit public procurement at DG Grow, about the legal and commercial implications. New book ‘Public procurement – Centralisation and new trends’
EPLG members, Profs. Carina Risvig Hamer and Kirsi-Maria Halonen co-edited the book ‘Public Procurement- Centralisation and new trends’, published by the Danish publisher Djøf Forlag in April 2024. The book ‘Public Procurement- Centralisation and new trends’ is part of the research project, Safeguarding competition and equal access to Central Purchasing Bodies’ agreements, known as the CPB Project and funded by the Independent Research Fund Denmark. The publication contains many contributions within the area of centralisation and new trends in public procurement, also based on presentations given at a conference organised in 2023 as part of the CPB Project.

On 27 October 2023, EPLG members Mario Comba and Carina Risvig Hamer hosted the workshop “Procurement Techniques In Green Framework Agreements” at the University of Turin – Campus Luigi Einaudi (CLE) and online. The use of framework agreements has increased in many member States over the last years and is now considered the most widespread centralizing technique, being the most used technique by central purchasing bodies. However, framework agreements are still not so much studied in all their implications, both from a legal and a management point of view.
