Circular Public Procurement: Key Insights from European Experts and EPLG members
On November 28th, the Belgian and Flemish research consortium, the Circular Economy Center, hosted an expert meeting in Brussels that brought together leading scholars from across Europe to discuss the future of Circular Public Procurement (CPP). The event focused on the integration of Circular Economy (CE) principles into public procurement processes and showcased key policy innovations aimed at enhancing sustainability in the public sector. Several members of the European Procurement Law Group (EPLG) were actively involved in the meeting, contributing their expertise to the discussions and emphasizing the importance of cross-border collaboration for sustainable procurement practices. Prof. Piotr Bogdanowicz was cited by Advocate General (Joined Cases C-728/22 to C-730/22)
EPLG member Prof. Piotr Bogdanowicz was cited in the Opinion of Advocate General Medina, delivered on 4 July 2024, on the Joined Cases C-728/22 to C-730/22. The cases concern three requests for a preliminary ruling made by the Italian Consiglio di Stato about the compatibility with EU law, including Directive 2014/23, of certain features of the ‘technical extension’ scheme that applies in Italy to expired concessions awarded for bingo gaming activities. On 27 June Prof. Mario Comba spoke at the Colloque BEE
On 27 June, EPLG member, Prof. Mario Comba spoke at the Colloque BEE, held in hybrid form in Bordeaux and online. During the session Acheteurs publics européens : vers des pratiques partagées, Mario explained his experience on a couple of cross border procurements with SCR Piemonte, the Central purchasing body of Regione Piemonte and discussed with other panelists, in particular with Mr. Muylles, head of unit public procurement at DG Grow, about the legal and commercial implications. Prof. Sanchez-Graells’ public lecture on ‘AI in the public sector: can procurement promote trustworthy AI and avoid commercial capture?’
On 4 July 2023 Professor and EPLG member Albert Sanchez-Graells held the public lecture ‘AI in the public sector: can procurement promote trustworthy AI and avoid commercial capture?’ at the University of Bristol Law School. Prof. Albert Sanchez-Graells publishes two policy briefings on digital technologies and procurement
Prof. and EPLG member Albert Sanchez-Graells recently publishes on his blog howtocrackanut.com two policy briefings on digital technologies and public procurement. The work is part of the Professor’s research project ‘Digital technologies and public procurement. Gatekeeping and experimentation in digital public governance’, for which he was awarded a Mid-Career Fellowship by the British Academy for academic year 2022/23. Profs. Caranta, Andhov and Janssen presented their study on mandatory sustainability requirements in public procurement at The Greens/EFA of the European Parliament
On 10 January, EPLG Members Roberto Caranta, Marta Andhov and Willem A. Janssen, together with the colleague Olga Martin-Ortega, presented their final report on ‘How to drive Sustainable Public Procurement forward in the European Union?’ at The Greens/EFA of the European Parliament. They discussed the main findings of their analysis of the legislative development from ‘how to buy’ to ‘what to buy’ in current and future EU legislative initiatives. SAPIENS NETWORK 4th ADVANCED TRAINING COURSE WILL BE HELD IN Gävle, SWEDEN, ON 15-17 JUNE 2022
The forth SAPIENS Advanced Training Course (ATC) will be held on 15-17 June at the University of Gävle (Högskolan i Gävle), in the city of Gävle, Sweden. The event includes lectures by distinguished professors and procurement experts and will focus on sustainability assessment and benchmarking, reporting, and collaboration for sustainable public procurement. The ATC will be relevant for early-stage researchers, practitioners interested in procurement and sustainability such as representatives of contracting authorities, central purchasing bodies, procurement agencies, governmental procurement departments, and other procurement professionals. EPLG Member and Professor Mario Comba spoke at the International Conference “The Challenge of Recovery and the Role of Public Procurement”, held in Zaragoza, Spain, between 10 and 12 November 2021. Comba’s talk took place on 11 November within the Panel on “Public procurement for a modern health system: towards better patient care”. This International Conference was promoted by different Public Procurement Observatories and Universities and was also sponsored by the Government of Aragón and the Chamber of Zaragoza.

EPLG Member Mario Comba participated in the workshop for research project: “Safeguarding Competition and Equal Access to Central Purchasing Bodies’ agreements”, held at University of Copenhagen on 27 October 2021. The research project investigates whether central purchasing bodies’ agreements are safeguarding the aim of the procurement rules and find new ways of creating competitive and flexible agreements. During the workshop several Danish researchers in the field of public procurement presented their studies around CPBs.
