The CPB-Project, and EPLG member, Prof. Carina Risvig Hamer, are proud to host the upcoming Public Procurement Conference, EU Public Procurement anno 2025 – Are the Rules Fit for Purpose?

This two-day event will gather practitioners, researchers, and policymakers to explore emerging challenges in EU public procurement and discuss how the rules should evolve to meet future needs. Besides Carina Risvig Hamer, who will moderate several sessions, many other EPLG members will contribute presentations to the conference, including Mario Comba, Piotr Bogdanowicz, Albert Sanchez-Graells, Roberto Caranta, Francois Lichere, Kirsi-Maria Halonen, Patricia Valcárcel, Pedro Telles, and Christoph Krönke. 

The timing of this conference is particularly significant, as the European Commission has announced a comprehensive evaluation of the Public Procurement Directives in its Political Guidelines for 2024-2029. A public consultation was launched in December 2024, with feedback open until March 2025. Key topics in this evaluation include increasing competition for public contracts, simplifying procurement rules, and enhancing opportunities for contracting authorities to integrate strategic elements.

Additionally, Christoph Krönke, Patricia Valcárcel Fernández and Albert Sanchez Graells will present a recent book edited and written by EPLG members on the role of public procurement law in regulating the acquisition of Artificial Intelligence (AI) systems for use in public administration in EU Member States. The book features in-depth analyses on the topic from Austria, Denmark, France, Germany, Italy, Spain and the UK, as well as detailed comparisons of their respective legal frameworks.

The event is organised by the CPB-Project: Safeguarding Competition and Equal Access to Central Purchasing Bodies’ Agreements. This research initiative examines whether CPB agreements align with the goals of procurement regulations and seeks innovative ways to foster competitive, flexible contracts. Learn more here.
